Information Exchange Standards

One of OIRE's key responsibilities is the development and implementation of Information Exchange Standards  of the Central Energy Market Information System (IES). The role of OIRE was entrusted to PSE in the Act of May 20, 2021 on amending the Energy Law Act and certain other acts, as amended. The IES consists in documentation that describes in detail energy market processes, how they are structured, and the scope of information exchanged by market participants through CSIRE.

The draft IES was created taking into account:

  • applicable provisions of law, the content of the Act of May 20, 2021 amending the Energy Law Act and certain other acts, as amended, and draft regulations related thereto;
  • the results of work and agreements reached between PSE and key representatives of the electricity market, including representatives of DSOs associated in PTPiREE (Polish Power Transmission and Distribution Association), energy sellers associated in TOE (Association of Energy Trading), representatives of the Ministry of Climate and Environment, the Energy Regulatory Office, and the Central Office of Measures;
  • ebIX® standard (a standard developed within the European Forum for Energy Business Information eXchange);
  • solutions concerning two analogous European projects developed by Elhub (Norway) and FinGrid (Finland);
  • current energy market processes.

The IES does not cover issues related to initial data import into CSIRE (the so-called data migration). This document is not the final material and is subject to updates and expansion.
